Key facts examiners test from this unit

  1. Obligations of public authorities — a public authority keeps its records catalogued and computerised, publishes the seventeen Section 4 heads and updates them yearly, gives reasons for its decisions, and runs its RTI work through PIOs and Assistant PIOs whom other officers must help.
  2. Requests, fees and disposal — a request needs no reasons, costs ₹10 and is answered in 30 days (48 hours for life or liberty); third parties get notice; the Section 8 exemptions yield to public interest and mostly lapse after 20 years.
  3. Appeals and penalties — complaints go to the Information Commission; the first appeal goes in 30 days to the senior officer and is decided in 30 to 45 days; the second appeal goes in 90 days to the Commission, which can order compliance, compensation and a penalty of ₹250 a day up to ₹25,000 on the PIO.

Personal information exemption rewritten (13 Nov 2025). Section 44(3) of the Digital Personal Data Protection Act, 2023, in force from 13 November 2025, substituted Section 8(1)(j) of the RTI Act: it now exempts 'information which relates to personal information', without the public-activity and privacy tests and the proviso about Parliament. The RTI Rules, 2019 fix a term of three years, subject to the age of 65, and salaries of ₹2.5 lakh and ₹2.25 lakh a month. Source: Public Administration Institute
